Is it ok this dog is allowed to..

Is it ok that a neighbor thinks its fine to leave his 2 dogs barking anywhere from a half an hour to 3 hours straight every-night at tea time? It's driving me insane. We even tried changing the times we eat tea. I have small children so I can not change it by much. I just want to eat tea with my family in peace and quiet. It sometimes barks at 1 am or other times during the day.
I don't understand it! I would be embarrassed if I had dogs doing this and I wouldn't be able to look my neighbors in the eyes.

        • I have told him numerous times! And have already had him fined for unregistered dogs :) Just in the process of lodging, a, well, log. Then we can go through the process of having him fined and the animals removed.

          PS. It was hard to contact him, his property is fully fenced and the dogs are there??? Are you stupid? How do you propose I do that without being bitten? Also I don't hold neighbors hands and walk them through how inconsiderate they are. Just like drug dealers don't need to be told what they do is wrong. So stupid! Everyone knows the law.
